I agree a. The first era of the progressive movement addressed slavery, mainly. But racism was not addressed. The second era of the progressive movement, starting about 1880, focused on labour issues, suffrage, and corruption. Jim Crow laws abounded. Once could argue that the movement failed to eliminate corruption, but they did address it. But in neither case, was racism ever attacked successfully.
