I think your point is valid. Do these relate to security, or not?

THe first actsivity, searching luggage, etc, makes it more difficult for bad girls to take over crowded transportation venues and control them, but it does not prevent.
The second is more vague. I wish security over water tanks and nuclear power plants could be had by increasing the number of "guards" around them.

I suggest ot people that they carry a plastic bag and duct tape at all times. In case of chemichal attacks, seal your head off.
