I know that Hammurabi developed the concepts of law codes in Mesopotamia, but I still don't know the answer to the rest of the question.

Hammurabi developed the concepts of law codes in Mesopotamia, while the pharaoh was the head of the legal system which was based on a common-sense view of right and wrong that emphasized reaching agreements and resolving conflicts rather than strictly adhering to a complicated set of statutes. Both Mesoptamia and Egyptain city-states, however, developed divine kingship through superstition.
